Hmar People’s Convention (Democratic) – HPC (D) strongly condemns the untoward and senseless act of the Officer-in-Charge of the 38th Assam Rifles, Parbung, a Captain in rank, for indiscriminately negating the ground rules of Suspension of Operation (SoO) in his conduct in the remote village of Sipuikawn in Tipaimukh constituency. 


On November, 25, 2013, the Officer-in-Charge of 38th Assam Rifles, without exhibiting any respect to the society to which he is supposed to be responsible and also to the ground rules that the Government of India has adhered to, has been disrupting the peace and security of the neglected village in Tipaimukh constituency.

The Captain of the 38th Assam Rifles, on November 25, 2013, broke open the house of Mr. Lalchuoilo Hmar, a cadre of HPC (D), who is a registered army of the HPC (D), and is stationed at Camp Sinlung, Ankhasuo, the designated Camp of the HPC (D). 

The Officer-in-Charge of 38th Assam Rifles, besides forcefully breaking the door of Mr. Lalchuoilo Hmar house, also forced open the boxes inside the house and took away family albums of Lalchuoilo Hmar. 

If the officer in Charge of 38 Assam Rifles wishes to do the necessary, he may do so with the free and informed consent of the HPC (D) as it is a party to the SoO. Otherwise, he is not supposed to reign in terror in remote villages. 

The responsible authorities ought to summon him for explanation for his misconduct. The HPC (D) desires that such irresponsible act should not be repeated in future in the interest of the collective good.
